Schaffner Audit of Erie Water Works
Jim Schaffner, a forensic accountant with Schaffner, Knight, & Minnaugh, was hired to review the finances of Erie Water Works. This is a part of Millcreek Township Water Authority doing their due diligence to determine if Erie Water Works is a suitable financial partner for a long term relationship such as the proposed lease. This was one of several concerns expressed by the Millcreek Township Water Authority Board in their lease Position Paper.
On March 24, 2010, Mr. Schaffner presented his report to the Millcreek Township Water Authority Board of Directors and Millcreek Township Supervisors at the regular scheduled Water Authority meeting. Members of the public were invited to attend.

REGIONALIZATION STUDY
THE KUGLAR REPORT
On June 5, 2008 Alan Kuglar, of PA Futures, issued his independent report designed to “identify means to bring about greater equity of rates and equality of rates for water in the portions of the Township served by the Millcreek Township Water Authority compared to Erie Water Works rates.” This was in response to a public action committee’s pressure on the Township Supervisors for an independent opinion. Once issued however, the same group denounced the report as biased because it completely invalidated the group’s premise that the Millcreek Township Water Authority should be given to Erie Water Works just so the rates would be the same.
For “The Rest of the Story”, please read The Kuglar Report that follows noting that a lease arrangement is not the first recommendation, and does not resolve the larger problems of Millcreek being overcharged for water by Erie Water Works (see page 14) nor the fact that the City of Erie is skimming close to $3M a year off the profits of the Erie Water Works for it’s General Fund (see page 11). Supporters of the lease option would like everyone to ignore these and other equally relevant facts brought to light in the Kuglar Report.

REGIONALIZATION PROPOSAL
THE ERIE WATERWORKS PROPOSAL
Shortly after April 22, 2009 the Millcreek Township Water Authority received a lease offer from the Erie Water Works. The lease offer was officially submitted to the Millcreek Township Supervisors for their review and comment; however the ultimate decision to accept or reject the offer rests in the hands of the Millcreek Township Water Authority Board. The general consensus at this point is that the offer is particularly vague, for the lease of a $30M asset in near perfect condition.
